we have two classes of roles
1 Losman users and roels
2 clients users and roles

the admin for losman is adminRole
the admin for clients is clientAdmin

certiain roles must be made undeleteable

certain users must be installed with the application
 1 user with adminRole

 requisition create form has 3 views in it
 1 one for resource utilization
 2 another for resource inflow
 3 and the other for resource outflow
